Article 188: The foreign policy revolves around carrying the call to Islam; and the relationship between the State and all of the other states is built upon this basis.

This article is taken from the letters that the Messenger صلى الله عليه وآله وسلم wrote to the kings, and the preparation of the army of Usamah to Balqa and Al-Darum in Palestine in order to fight the Romans, and his صلى الله عليه وآله وسلم insistence upon sending the Army despite his صلى الله عليه وآله وسلم illness which he صلى الله عليه وآله وسلم was to die from. This indicates that the call to Islam is the basis for the relationship between the Islamic State and any other state in the world, and this relationship necessitates the equipping of armies, and the preparation for fighting, such that if the opportunity to fight those who do not respond to the call to Islam after it has been conveyed to them in a manner which attracts their attention, then the force required for Jihad is ready. Therefore, the call to Islam is the basis for every relationship with any state, so it is the basis for the foreign policy.
