خلافت ریاست, نبوی طریقہ کار وسلم خلافت, خلافت ریاست کے دستور, دفعہ نمبر 104: نشرو اشاعت کے ایسے ادارے (میڈیا) کے لیے لائسنس (این او سی) کی کوئی ضرورت نہیں، جس کا مالک ریاست کا شہری ہو، بلکہ صرف متعلقہ ریاستی ادارے کے آفس کو خبر کرنا اور اس کے علم میں لانا کافی ہے کہ کس قسم میڈیا بنایا جارہا ہے۔ ان ذرائع ابلاغ کے مالکان اورلکھنے والے (صحافی) اپنے ہر رپورٹ اور مواد کے بارے میںذمہ دار ہوںگے، کسی قسم کے خلاف شرع مواد پر ان کا محاسبہ ہوگاجیسا کہ ریاست کے کسی بھی شہری کا ہوتاہے۔

 

Article 104: The media owned by any citizen of the State does not require a permit; rather they are simply required to inform the media office, such that the office knows about the media means that are being established. The owner and the editors of any media means are responsible for every article they publish and are accounted for anything which contradicts the Shari’ah in the same manner as any other citizen.

 Sources of media do not require any permission for work. Rather, every citizen in the Islamic State is allowed to set up a source of media, whether written, audio or visual. He must only inform the media institution about the media outlet he wishes to establish.

He also needs permission for publishing the news connected with the State, as mentioned above. With regards to the other news, he can publish it without prior permission.

In all cases, the owner of the media outlet is responsible for the information he publishes, and he will be accounted for any violation of the Shari’ah like any other citizen.
