Undang-Undang Dasar Negara Khilafah, berdasarkan metode kenabian: Pasal 104: Media informasi yang dimiliki warga negara tidak memerlukan izin. Tetapi hanya memerlukan pemberitahuan dan dikirimkan ke Direktorat Penerangan di mana direktorat diberitahu media informasi yang didirikan. Pemilik dan pemimpin redaksi media itu bertanggung jawab terhadap semua isi informasi yang disebarkan. Ia akan dimintai tanggungjawab terhadap setiap bentuk penyimpangan syar’i seperti individu rakyat lainnya.

 

 

Article 104: The media owned by any citizen of the State does not require a permit; rather they are simply required to inform the media office, such that the office knows about the media means that are being established. The owner and the editors of any media means are responsible for every article they publish and are accounted for anything which contradicts the Shari’ah in the same manner as any other citizen.

 Sources of media do not require any permission for work. Rather, every citizen in the Islamic State is allowed to set up a source of media, whether written, audio or visual. He must only inform the media institution about the media outlet he wishes to establish.

He also needs permission for publishing the news connected with the State, as mentioned above. With regards to the other news, he can publish it without prior permission.

In all cases, the owner of the media outlet is responsible for the information he publishes, and he will be accounted for any violation of the Shari’ah like any other citizen.
